Subject: [PATCH 2/2] Dependabot to bundle related eslint packages together

eslint major version changes always fail because plugin dependencies need to be updated at the same time. This should tell dependabot to bundle them together so there is at least a chance all eslint dependencies are in sync when the PR is created.
